The Honourable Leader of the Opposition, Stephenson King, has written to Prime Minister, Dr. Kenny Anthony, expressing concern that the Speaker of the House of Assembly, Hon. Peter Foster QC, misled the Hon. Prime Minister in the appointment of Counsel to the Commission which is conducting the inquiry into the St. Lucia Fire Service.
The Hon. Leader of the Opposition therefore calls either for the resignation of Hon. Peter Foster QC from his position as Speaker of the House of Assembly, or for his immediate dismissal by Prime Minister Anthony, if Mr. Foster fails to resign.
The Speaker of the House allowed his legal chambers to be selected by Her Excellency, the Governor General, to be the Counsel to the Commission, while he sat and continues to sit as a Member of the House of Assembly. He also represents Daher Broadcasting Service (DBS), a media house against whom the Chief Fire Officer has filed a case for defamation of character. This represents a clear conflict of interest and caused the Office of Governor General to be brought into disrepute.
The Leader of the Opposition is convinced that Mr. Peter Foster QC ought to have known that he had been contracted to perform a service to the government, through his legal chambers, which legally disqualifies a Member of the House of Assembly, which he presides over, from so doing.
The general public is reminded that the Speaker of the House, Mr. Peter Foster QC, is an attorney by profession with over twenty years’ experience and should therefore be well versed in the law. Mr. Foster ought no doubt to have been aware of (1), the immediate conflict of interest and (2), his contract with the Government of Saint Lucia, which is a violation of House rules given his current membership.
Prime Minister Anthony is therefore called upon to move speedily to ask Mr. Peter Foster QC to resign immediately from his position as Speaker of the House, for his irresponsible actions. Dr. Anthony may also exercise the option, to act responsibly in the name of good governance, and dismiss Mr. Peter Foster QC from his duties as Speaker of the House of Assembly.
