Cressland squatters told to leave by Nov. 30

product_header_knobsPRESS RELEASE – The statement below is being released by the Ministry of Physical Development, Housing and Urban Renewal, to provide clarification of the situation which has given rise to the complaints from the households that have occupied State owned property at Cresslands, without the permission of the Government.

The Cresslands Housing Development site comprises eighteen (18) acres of land which was acquired by the Government of Saint Lucia in 2000 and vested in the St. Lucia National Housing Corporation to be developed through the Sites and Services Component of the Shelter Development Project.  The Cresslands site was thereafter incorporated into the Barons Drive Relocation Project as a resettlement site to be developed for the residents of Barons Drive, Soufriere.

The implementation of the Barons Drive Relocation Project commenced during the 2008/09 financial year; and by October 2010, a total of fourteen (14) housing units had been completed; along with the requisite infrastructure and utilities.

On 30 October 2010, the site was severely impacted by the water, mud and debris flows resulting from the passage of Hurricane Tomas.  During the hurricane one housing unit was dismounted off its foundation and had to be demolished.  Fortunately, no lives were lost since this event occurred prior to any occupation of the housing units. Immediately following Hurricane Tomas, the units were used to accommodate displaced households from Fond St. Jacques.  The said households were subsequently resettled at Mocca, Soufriere.

Subsequently, the Government of Saint Lucia commissioned FDL Consult Inc. to investigate the physical and geological conditions which precipitated the damage to the Cresslands site during Hurricane Tomas.  The primary outcome of this investigation was that the site was unsuitable for housing development given its propensity for landslides and rock falls during extreme events.  It was also recommended that the plans for further development of the site be aborted; and that any occupation of the existing units should be preceded by the implementation of geotechnical mitigation measures.  To date no such mitigation measures have been implemented.

The current residents in the housing units constructed commenced their unauthorized occupation during the second half of 2015, at which point they were advised by the Ministry of Physical Development, Housing and Urban Renewal to cease occupation given the susceptibility of the site to extreme events.

The illegal occupation persisted until all the units were occupied.

Since the Government of Saint Lucia, is mandated to ensure the security and safety of its citizens; and in consideration of the potential for damage and loss of lives, the Ministry of Physical Development has instructed the occupants to vacate the housing units by 30 November 2015.

  3. But if they are also for the safety of the said squatters why not provide them with an ulterior site for residence, I would not advocate for the government to provide such services without pay or be rent free but they could provide housing at a just and prudent price so that these people are adequately settled and as we put it safe and out of harms way. (I.e. The realities of the social world and its problems; poverty. Though according to Christopher Hitchens poverty cannot be cured by or through charity - but charity may help alleviate the aforesaid may it be temporarily or semi permanently the effects of said poverty, thereof.) So, please kenninomics, or whoever is aligned to his political tactics may it be members of either party please enlighten me as to how we are to protect them if we are most likely to send them off into the streets without any protection or soft cushion to lay their heads on at night.

Unless, you are a follower of the principles and doctrines of people like Niccolo Machiavelli, then do what you must. If the ends justifies the means, go ahead. But expect the ends to be beyond great, and I expect it to be adequately rewarding, what can we do with the property which is to be vacated? Can we look into ways to help prevent such devastating Godly acts? Or do we need a more liberal government with a few socialist ideologies to come reform the country.

Btw kenny if you looking for a candidate to contest the Soufriere seat for you, give me a call man... Harold D- al- ass-on needs to go. Not so charismatic, lacking knowledge, appears to be brutish/but I'll attribute it to his lack of knowledge to reason rationally to know what ought to be or not to be done and unprecedentedly absent within the constituency will make an epic close win for you the slp or an even more epic lost... Please reconsider this man for going up for Soufriere again. We deserve better, we deserve a more youthful government a more sympathetic government who hears the cries of the people, we don't want this ball headed man to represent us, according to bob Marley mi want fi chase these crazy ball head men out.. My plight, I choose to say more but, winter (exams) are coming. Reference to game of thrones any who know little of it notwithstanding it's growing fan base in all ages. I bid you'll a farewell. Goodnight Saint Lucia.
