  1. PHYSICAL RESTRAINTS  

It is lawful for a police officer or correctional officer to put on a person arrested, whether with or without a warrant, physical restraints, whether by hand cuffs, leg-restraints or other means—

(a) whenever such person is being moved from a place of confinement to Court or from Court to a place of confinement;

(b) whenever such person is being moved from one place of confinement to another, if there exists a reasonable apprehension of violence or of attempts to escape or by order of the Court.

  1. Yes it is lawful to physically restraint a person who is is arrested or a prisoner moving from jail to the court house. It is the right thing to do, without proper restrain that individual could easily tirn the tables on the officers who is transferring them from point a to point b yes handcuffed them, if they are accused of muder or rape put the cuffs on their legs and around their waist also. Let them fell like their victims, when they were victimized by them calmer is a bitch
