Member of Parliament Guy Joseph disregarded several warnings by House Speaker Peter Foster during a sitting of the House of Assembly on Tuesday, July 7, 2015.

The Castries South-East MP has been accused of attacking the Speaker.

The Speaker asked Joseph to show respect to the Speaker’s Chair and the House of Assembly, until eventually asking him to discontinue his speech.

However, Joseph maintains that he was basically debating an issue relating to contracts awarded by the government and was disrupted from doing so.

  1. Who the hell.foster thinks he is? He ain't no damn elected member of the house. He should have let the duly member make his presentation. Where the hell you ever hear that two cousins representing opposite sides of a contract can sign. Rayneau should never have accepted alison gajadhar foster signing on behalf of the government. Guy is damn right. He never disrespected any speaker. He is doing what the people elected him to do to oppose.

  3. Guy was presenting a document from the government part so how u want to stop the man , its how we spend our money his showing ,but Mr speaker is a labour , there was once kenKenny just pick his stuff and walk out of the house and nun for that ,smh

  5. Guy was misleading the entire nation. Defects liability and Defects notification periods are different. The speaker simply corrected the 'guy' in a very calm, civil manner. Guy reacted like an idiot refusing correction. Shame on all those who applaud Guy's behaviour in the honourable house.

  7. To me even if guy was wrong or misleading isnt that the job of the other side to bring that up to light. When the speaker is doing that then I don't see the need of the government at the debate.

  8. As a concerned St. Lucian who resides out of state with intention of probably returning home at some point, I wish to make a contribution in this forum.

    We need to be sensible and respectful to each other; less judgmental and political.

    This is not about labour or flambeau but about facts and not misleading the public.

    When the Parliamentary Rep Guy Joseph attempted to make his contribution he did not seem to have his facts and thoughts in order. When asked whether he researched the relationship between signatory and contractor he responded by sayinghe does not know. That leaves a big question in my mind.

    To add some light on this, I must inform my people that except in a sole trader type of business, all contracts are vetted and approved by a 'Tender Board'. No one individual grants a contract especially from a government ministry. A Permanant Secretay (PS) is a representative of government acting as an agent. No PS sits on a Tender Board.

    It is not conflict of interest if a position is held by an individual who is related to another party and that office is the authority to affix a signature to a document involving this other party. (Party here refers to a person not political party please). It would only be, in the event it is a transaction solely between the two. The process was one of transparency in this instance.

    Further, where I thought Mr. Joseph had a valid point; seem to be just misleading info, after hearing explanation by former PS Mrs. Jean (a knowledgeable and respectable individual) who would not set herself up.

    It is sad that the presentation ended in this manner. Whether the Speaker of the House has interest or not, Mr. Joseph did not handle himself in a civilized and respectful manner. People need to respect authority. The Speaker is the authority of the House and all members should observe. I personally find Mr. Foster was very tolerant and patient with Mr. Joseph.

    When one has issues, they must find right media to deliver.

    • Guy simply wanted to know if there was any relation between the gajadhar of the construction company and the gajadhar ..ps of the ministry.....(he was asking a question) we the tax payers also have a right to know especially since we footing the bill.
      It is not the speaker's place to debate the issue, maintain order yes NOT debate with the minister especially since he is PERSONALLY involved.

    • with all due respect. Unless you are here and you know of the corruption within those ministries, particularly the Ministry of Communications. SHUT YOUR MOUTH. because we know full well what goes on. one contractor gets all the contracts in St.Lucia. And they might pass on the ti-canals to a small contractor. Have a seat. When you come back and you experience things for yourself then you can talk. Im fed up with you people who want to defend these politicians..
